    One under-$10 wireless services player that looks poised for a big spike higher is KongZhong (KONG), which is a provider of WVAS and mobile games to mobile phone users and a wireless media company providing news, content, community and mobile advertising services through its wireless Internet sites in the PRC. This stock is off to a hot start in 2013, with shares up sharply by 53%.

    If you take a look at the chart for KongZhong, you'll notice that this stock has been downtrending badly for the last two months, with shares plunging lower from its high of $14.92 to its recent low of $7.78 a share. During that downtrend, shares of KONG have been consistently making lower highs and lower lows, which is bearish technical price action. That move has now pushed shares of KONG into oversold territory, since its current relative strength index reading is 30.21. Shares of KONG are now starting to spike higher off its recent low of $7.78 a share and off its 200-day moving average of $7.95 a share. This spike could be signaling that the downside volatility for KONG is over in the short-term and the stock is ready to trend higher.

    Traders should now look for long-biased trades in KONG if it manages to break out above some near-term overhead resistance at $8.50 a share with high volume. Look for a sustained move or close above that level with volume that hits near or above its three-month average action of 519,857 shares. If that breakout triggers soon, then KONG will set up to re-test or possibly take out its next major overhead resistance levels at $10 to its 50-day moving average at $11.33 a share.

    Traders can look to buy KONG off any weakness to anticipate that breakout and simply use a stop that sits right below some key near-term support at $7.78 a share. One can also buy KONG off strength once it takes out $8.50 a share with volume and then simply use a stop that sits a comfortable percentage from your entry point.

Washington — The federal government fund set up to protect consumers��bank deposits continues to recover after falling into the red during the financial crisis, the Federal Deposit Insurance Corp. said Tuesday.

The FDIC�� deposit insurance fund stood at $37.9 billion at the end of the second quarter, a far cry from the negative balance of $20.9 billion it reached at the end of 2009 as a result of a flood of bank failures that squeezed agency resources. The fund, which is made up of premiums collected from banks, has benefited from a sharp drop in the number of bank failures and the improving health of the banking industry generally, the FDIC said.

Despite those gains, the deposit insurance fund remains far lower than required by law, meaning bankers are unlikely to see their premium costs decline any time soon, FDIC Chairman Martin Gruenberg said.

During the distillation process, heat and vacuum are utilized to separate coal tar into three primary components: carbon pitch (approximately 50%), chemical oils (approximately 20%) and creosote (approximately 30%).

The Company's Carbon Materials & Chemicals business! (CM&C) manufactures principal products, including carbon pitch, a critical raw material used in the production of aluminum and steel; naphthalene, used for the production of phthalic anhydride and as a surfactant in the production of concrete; phthalic anhydride, used in the production of plasticizers, polyester resins and alkyd paints, and creosote and carbon black feedstock, used in the treatment of wood or as a feedstock in the production of carbon black. The Company also uses naphthalene as a feedstock in the manufacture of phthalic anhydride. The primary markets for phthalic anhydride are in the production of plasticizers, unsaturated polyester resins and alkyd resins. The Company is a producer of carbon pitch for the aluminum industry.

Creosote is used as a commercial wood treatment chemical to preserve railroad crossties and lumber, utility poles and piling. The majority of the Company's domestically produced creosote is sold to its Railroad & Utility Products business. In Australia, China and Europe, creosote is sold primarily into the carbon black market for use as a feedstock in the production of carbon black. In Europe and China creosote is also sold to wood treaters. The Company's wood treating plants in the United States purchase substantially all of their creosote from the Company's tar distillation plants.

Other products include the sale of refined tars, benzole and specialty chemicals. Railroad & Utility Products

The Company's Railroad ! & Utility! Products business (R&UP) sells treated and untreated wood products, rail joint bars and services primarily to the railroad and public utility markets in the United States and Australia. The Company also produces concrete crossties, a complementary product to its wood treatment business, through a joint venture in the United States.

Railroad products include procuring and treating items such as crossties, switch ties and various types of lumber used for railroad bridges and crossings. Railroad products also include manufacturing and selling rail joint bars, which are steel bars used to join rails together for railroads. Utility products include transmission and distribution poles for electric and telephone utilities and piling used in industrial foundations, beach housing, docks and piers. The R&UP business operates 13 wood treating plants, one rail joint bar manufacturing facility, one co-generation facility and 13 pole distribution yards located throughout the United States and Australia. The Company's network of plants is strategically located near timber supplies to enable the Company to access raw materials and service customers effectively. In addition, the Company's crosstie treating plants are typically adjacent to its railroad customers' track lines, and its pole distribution yards are typically located near its utility customers.

In the United States, hardwood lumber is procured by the Company from hundreds of small sawmills throughout the northeastern, midwestern and southern areas of the country. The crossties are shipped via rail car or trucked directly to one of the Company's crosstie treating plants, all of which are on line with a railroad. The crossties are either air-stacked for a period of six to twelve months or artificially dried by a process called boultonizing. Once dried, the crossties are pressure treated with creosote, a product of the Company's CM&C business.

The macrophages also emit low levels of chemical messengers, known as cytokines, which attract fibroblasts, another cell type, to the area. Fibroblasts produce collagen, and it is believed that new collagen production, or neocollagenesis, promotes retraction of the skin in the areas of fat reduction. The fat removal process with ATX-101 is incremental with each treatment, thereby allowing for control of the aesthetic outcome.

In trials of genotype-1b treatment naive patients, ACH-3102 plus a ribavirin delivered a 75% success rate in end-of-treatment virologic response. The problem with these results is that not only is Achillion far behind its all-oral peers in terms of development, but its 75% success rate trailed that of Gilead Sciences' Sofosbuvir, which delivered 100% success rates in some of its late-stage trials featuring genotype-1 patients.
