NEW YORK (CNNMoney) President Obama is expected to shine a spotlight on the minimum wage in his State of the Union address on Tuesday evening, as pressure mounts in Washington to create a framework to address inequality.

Washington debates an increase: Last year, a group of Democrats introduced the Fair Minimum Wage Act, which proposed raising the minimum wage to $10.10 per hour. The current federal minimum wage is $7.25.

If the legislation passed, a full-time minimum wage worker would see a bump in pay from about $15,000 a year to roughly $21,000. That could lift a family of three above the poverty line.

At last check, BIOF hit an intraday high of $4.04 and volume was well above its three-month average action of 57,949 shares.

    Traders should now look for long-biased trades in BIOF as long as it's trending above its 50-day at $3.76 or above more near-term support at $3.50 and then once it sustains a move or close above those breakout levels with volume that hits near or above 57,949 shares. If that breakout hits soon, then BIOF will set up to re-test or possibly take out its next major overhead resistance levels at its 200-day of $4.63 to $5.19. Any high-volume move above $5.19 will then put $5.50 to $6 within range for shares of BIOF.
